About the Board
Overview
As a local government, the CVRD deals with local issues on a region-wide perspective, as well as administering the local functions for the unincorporated areas, directed by locally elected officials.
Through the Regional District, the local governments work together to provide and co-ordinate services in both urban and rural areas.
Directors
Two types of directors make up the CVRD Board of Directors:
- Electoral Area Directors are elected directly by rural area voters and serve four-year terms.
- Municipal Directors are first elected to a municipal Council and are then appointed by the Council to the Cowichan Valley Regional District Board.

To help provide clarity on the role of a Director, position descriptions were developed by the Director Services Select Committee and endorsed by the Board in March, 2020.

Code of Conduct
A Code of Conduct for Elected Officials was adopted on July 24, 2019.
Authority
The CVRD obtains its authority from Letters Patent and provincial legislation primarily the Local Government Act, in conjunction with the Community Charter.
