NEW Preliminary Planning Review Form
All Building Permit Applications must be submitted with an approved Preliminary Planning Review Form. Please complete and submit to Development Services for approval PRIOR to applying for a Building Permit.
NEW BC Energy Step Code Requirements
- As of May 1, 2023 all new dwelling Building Permit Applications (or substantially reconstructed homes) are required to be compliant with the new minimum mandatory BC Energy Step Code requirements (Step 3) and applications must include a Pre-Construction Report from an Energy Advisor:

Overview
Building Officials are responsible for building inspections mandatory under the Cowichan Valley Regional District Building Bylaw. These inspections are required at various stages of construction, and the inspection records are kept on file by the Building Official for future reference. Inspection records provide an independent third party verification of no longer visible building elements located within a building or structure.
